ADELANTO — Nearly two dozen property owners who want to grow cannabis on their land are asking the planning commission to rezone 133 acres in the southwest part of the city.
If approved, the rezoning is the first step toward significantly expanding the city’s commercial cannabis growing area. The planning commission will consider the issue at its Wednesday meeting.
Commissioners will consider a request to rezone a tract of desert bounded by Bartlett Avenue to the north, Air Expressway to the south, Koala Road to the east and Beaver Road to the west. If approved, the commission’s recommendation heads to the Adelanto City Council.
The project’s applicant, Eric Elkins, said he intends to grow or manufacture cannabis, according to city planning documents. Elkins is representing himself and the other parcel owners
A conceptual site plan — which can change even if the rezoning is approved — includes 22 structures over 2.2 million square feet, surrounded by 2,250 parking spots. A strip of parcels owned by the Los Angeles Department of Water and Power divides the site in half. Elkins declined to comment for this story.
If the conceptual site plan is built, it would become Adelanto’s largest commercial cannabis operation, according to city planner Louis Morales.
The Wednesday meeting occurs one week after a new City Council majority was seated Dec. 12. Mayor Rich Kerr and councilman John “Bug” Woodard Jr., strong supporters of the cannabis industry’s presence in Adelanto, were not re-elected.
While admittedly pro-cannabis, Adelanto’s new mayor and two new council members say they favor placing stricter regulations on the industry. Allegations of pay-to-play politics relating to the cannabis industry is at the heart of an FBI investigation into the city’s prior regime.
The parcels in question are zoned for low density residential. Elkin is asking the city to rezone the parcels to light manufacturing, one of four zones where cannabis growing is allowed in Adelanto.
If approved, Morales said the 16 acres Elkins owns northwest of the corner of Koala Road and Air Expressway would be the first to be developed.
Morales said the rezoning issue in front of the planning commission Wednesday does include permission to grow cannabis. The city council must approve the zoning change and entitlements and environmental impact reports must be completed before cannabis may be grown on the property, he said.
