California Gov. Jerry Brown Announces Appointments to the Cannabis Control Appeals Panel

California Gov. Jerry Brown announced several appointments to the Cannabis Control Appeals Panel on Tuesday, filling crucial positions to help regulate the growing and complicated cannabis industry in the state, according to the governor’s office.

Brown appointed Sabrina D. Ashjian, 39, of Fresno, Diandra Bremond, 29, of Los Angeles, and Adrian Carpenter, 35, of Plumas Lake, to the appeals panel. The three choices will now go to the state Senate for confirmation.

The Cannabis Control Appeals Panel is responsible for appeals from any decision by cannabis licensing authorities involving penalty assessment and issuing, denying, transferring, conditioning, suspending or revoking any license provided under the Adult Use of Marijuana Act, otherwise known as Prop. 64, which voters passed in 2016.

Ashjian has served as the deputy district attorney at the Fresno County District Attorney’s Office in the Consumer Fraud and Environmental Protection Unit since 2015. She earned a Juris Doctor degree from the Pepperdine University School of Law, a Master of Arts degree in journalism from the University of Southern California, and a Master of Business Administration degree from the Pepperdine University Business School.

Bremond has worked as an adjunct lecturer at the University of Southern California School of Social Work this year and director of trauma-informed youth development at the Los Angeles Brotherhood Crusade.

Carpenter is a deputy legal affairs secretary in the Office of Governor Edmund G. Brown Jr. and adjunct faculty at Cosumnes River College. She has also served as an attorney in the Sacramento County District Attorney’s Office.

The panel has five members, three of which are appointed by the governor and subject to Senate confirmation and one member each appointed by the Speaker of the Assembly and the Senate Rules Committee. The governor filled all three of his possible appointees on Tuesday.
